Commissioning Coordinator


Minimum Requirements:

1. B.Sc. in Chemical or Mechanical Engineering or equivalent.

2. 8 years of operational experience in the Oil & Gas industry, 3 years at a supervisory role with good IT skills.

4. Good knowledge of written and spoken English.


Purpose and Scope

Plans, coordinates with the commissioning team and Contractor/Vendor of all commissioning activities to ensure safe commissioning of the IGD Trains.

Co-ordinates the implementation of Work Permit Procedure and related activities with Operations, Maintenance and Projects to ensure consistent application of permit conditions to all work areas, includes preparation of blanking requirements, purging requirements and auditing of work sites prior to carrying out the required tasks.

Conducts multi task duties, to support operations activities in relation to the Operations budget, Plant improvements and Modifications Developments/Commissioning. This includes technical review of complex operating problems, ordering, budgeting and follows up of materials requirements.


Duties Performed

Co-ordinates daily with Das Division on Plant activities and provide technical input as required on equipment release, Plant inspections, modifications, Plant overhauls etc.

Advises Operation Commissioning Team leader, Head of shift and process/utilities Heads of any special requirements for Permits, based on his detailed knowledge of Plant operation and job requirements. This includes reviewing, site visit prior to giving joint authorisation for Work Permits to ensure compliance with HSE standards and Operations Procedures.

Conducts Risk Assessment where required to ensure proper work methods are followed and safe work conditions are applied. Checks to ensure that safe Operating and Maintenance Procedures are followed and counsels employees regarding compliance as necessary. Tracks Plant Safety Inspection Reports and follows-up on actions as per HSEMS requirements.

Review permit to work non-compliance and reports on outcomes. Interviews Issuing and Performing Authority applicants to establish satisfactory knowledge and standards for Permit to Work System.

Prepares and reviews Work Requests and controls SAP inputs, co-ordinates with Planning Engineers for release of Plant equipment.

Provides Plant troubleshooting assistance when requested by Operation Commissioning Team Leader/Head of shift, on complex operations problems and advises on technical solutions.

Represents Production Division on site during major Plant overhauls and performs the leading role in releasing equipment, Permit to Work Controls and acceptance of equipment. Also represents Operations at HAZOP, DOR, Accident Investigation and Modification Study Meetings, site checking of completed Modifications for Operations approval..

Prepares and maintains good records of blanking lists and procedures for special jobs and checks their location, installation and implementation. Advises on purging locations and preferred sampling positions by using his key technical/operating knowledge. This includes major overhaul blanking list.

Review daily notifications in SAP for clean up, approval and prioritisation and producing daily report of status of the same for Commissioning Team Leader/ Head of Process. Act as SAP super user, first line contact for troubleshooting SAP problems.

Prepares and monitors Plant General Inspection and Safety Audit programmes for Production Division and follows up reports, includes updating and implementation for required actions.

Provides opportunities for training and development of employees (with emphasis on UAE Nationals) and assesses their progress, this includes on the job training, counselling and proper work delegation.

Identifies training needs and development plans for his subordinates with emphasis on UAE Nationals. Monitors CAMS and other training & development programmes within the area.

Performs daily reviews for stocks of Plant chemicals and materials, generates reservations for replenishment to suit operating requirements. Controls the issuance and recording of personnel protection equipment for Production Division personnel.

Prepares purchase orders for miscellaneous items required for Production Division and follow up and receipt of these items. Prepares and continuously monitors the materials expenditure versus budget, reviews and advises on variances.

Performs other and similar duties as assigned.


Latitude

Reports to Operation Commissioning Team Leader.

Devises own working methods on defined projects.

Completed work is subjected to review and direction.


Supervisory Responsability

Provides work directions to about 7 operators assigned during specific jobs including major overhauls.
