Head of Commissioning


Minimum Requirements:

1. B. Sc in Chemical Engineering or equivalent Engineering degree.

2. 15 years diverted experience in the plant operations / maintenance in the oil and gas industry with minimum 5 years at senior level (Managerial level).

3. Good IT skills.

4. Very Good Knowledge of written and spoken English.


Purpose and Scope

To carry out pre-commissioning and commissioning activities of the IGD Trains as per setup procedures and coordination with the existing plants during the critical stages to ensure safe commissioning and defined project production targets.

Plans and prepares recruitments and directs IGD project commissioning Team manning (Operation and Maintenance). Also plans for post commissioning manning requirement.

Plans, directs and supervises the commissioning industrial facilities of the activities assigned to the personnel of the IGD Trains by providing technical and operational support. Superintendents’ mechanical completion, performance tests and discusses all outstanding CAR’s.

Provide technical input with the PMT during the EPC stage. Ensures that all formal handover documentation (Engineering and operating manuals), plus all required materials (spare parts and consumables) in accordance with planned maintenance schedule.

Coordinate with other OAG packages to prepare post commissioning operation scenarios/overhaul philosophy/emergency procedures.

Directs Commissioning Team to ensure all safety regulations and environmental matters are addressed in line with HSE department requirements.

The facilities have two identical trains with a Common utility area as follows: HAP IGL receiving and separation facilities, Feed gas units facilities with, glycol dehydration units, Amine gas treating unit facility, air /nitrogen compressors with complete unit facilities, pipeline pig receiver facility and flare facilities.


Duties Performed

Plans, directs, supervises & controls the activities of assigned personnel in the Commissioning Team and exercises the supervision function at the level established by the Management. Advise Maintenance, Engineering and other departments on complex technical matters.

Determines work priorities, approves alterations to shift crew, plans / reviews day to day project /commissioning activities in line with targets.

Reviews commissioning procedures / P&ID attends technical project technical review meetings (HAZOP/SIL, Design studies etc..) , attend in vendor workshop for acceptance tests and comments on shortfalls.

Coordinate with other IGD packages to prepare post commissioning operation/overhaul/emergency procedures.

Ensures that spare parts and the required materials are ordered in accordance with planned maintenance schedules. Supervises periodic reviews as required by Material Division. Ensures all operating/maintenance/vendor documentations are handed over to Company as per project requirements.

Initiates, reviews and endorses amendments to: Permit to Works, Standing Instructions, General Operating Procedures, Operating Procedures, Maintenance Preparation Procedures.

Studies and analyses complex technical problems/constrains connected with the Plant operation/Maintenance. Includes diagnosis of problem situation and recommends /approves / plans solutions.

Prepares/reviews annual Operations/Maintenance budget forecast.

Contributes at meetings with Production, Engineering, I&Q, HSE, and Project Divisions for discussion of technical problems, HAZOP and other process studies. Develops/ proposes Plant modification/ changes and long term studies to increase efficiency, safety and reliability of Plant equipment.

Participates in the Plant trip analysis, incident investigation, RCA and produce reports with recommendations, and leads the implementation of action plans.

Plans and controls the preparation and release of equipment for maintenance, ensures work permit procedure is strictly complied and periodically reviews /audits the procedure to ensure that it is safe.

Identifies training needs and development plans for his subordinates with emphasis on UAE Nationals. Monitors CAMS and other training & development programmes within the area.

Communicates and promotes team awareness to achieve Divisional KPI’s and objectives. Translates corporate objectives into departmental KPIs, and follows to ensure targets completion. Appraises the employees job performance, approves assignment and administrative discipline.

Co-ordinates the senior staff to maintain production targets set by the Management with proper control to minimize flaring, protect environment, and achieve targets.

Utilizes his technical skills and depth of experience to identify potential risk in operation activities through risk assessment and advanced audits and other means to ensure HSE/PTW compliance and production losses are minimized.

Assures the safety of personnel and assets by ensuring the compliance with the HSE regulations attends safety meetings, committee meetings, Management Safety Tours, Advanced Safety Audits, and operational audits to promote awareness of HSE rules/regulations by personnel & contractors and ensures strict adherence/compliance.

Plans and controls the preparation and release of equipment for maintenance, ensures work permit procedure is strictly complied and periodically reviews /audits the procedure to ensure that it is safe.

Performs other related duties such as , conducting technical interviews, and any other duties as directed by the management. Covering higher positions when required and as directed by the Management.

Reports to Commissioning manager

Works according to General directives, policies and professional engineering standards.

Completed assignment is subjected to General Managerial review and direction.


Supervisory Responsability

Supervises both Operation and Maintenance Commissioning Team Staff.

Manages / Controls and provides work directives to commissioning Team Leaders and subordinates at all levels during pre-commissioning and commissioning.

Interface with a very high number of contract staff during commissioning to ensure safe working practice and quality work is finished to schedule.
